Former Senator Guy Philippe on tour in the North to mobilize the support of the population for his revolution "without violence", during his stopover in Cap-Haïtien promised to resolve the problem of gangs in Haiti within 90 days "I’ve said it and I’ll say it again : in 90 days, I can solve this problem that I see in the street [...]"

Furthermore, in an interview by Visio conference in the Dominican program Visión RDN, on Carivision, Philippe declared "[...] the Haitian police can stop the bandits and the army can help the police, but there is no has no political will [...] If they want to help the people and put an end to insecurity, they can do it, but there are big interests and people who do not want Peace in Haiti," emphasizing that the real causes of the gang phenomenon were poverty and corruption.

Concerning the relations between the two Nations of the island he specified that for him "[...] the Dominican Republic and Haiti are two countries which share a border and must live in Peace."

An analysis by the InSight Crime Center, an NGO for investigative journalism on organized crime in Latin America and the Caribbean, estimates that "the effect that Philippe's return could have on criminal dynamics in Haiti is uncertain, but that there are some hypotheses." According to InSight Crime, one hypothesis is that Philippe could take advantage of his political, economic and police connections to enter the presidential race and mitigate the impact of gang violence through institutional means.

"His interest in taking on this position is linked to his messianic self-perception," explained to InSight Crime, Robert Fatton, an expert on Haitian politics and professor at the University of Virginia.
